Actually, it doesn't happen when you hit puberty. It has been there ever since you were born, when you are in your mother's womb you start as a female but around 7 weeks into development it start to join together to form you penis and the line is what remains afterwards.
I wouldn't worry about the little bumps, if you look closer it's just from little hairs growing.
But this black spot problem... after I had sex with my second girlfriend, I got that at the base of my penis like 3 weeks later. I didn't get any bigger or change hurt or anything so I wasn't too worried... but concerned.
