It sounds to me like he might be apprehensive for some reason - maybe it's the condom - or maybe it's because he may be apprehensive about sex :-) tell him not to worry about it (I get really nervous before sex myself); and you can try arousal techniques once a condom is on; stimulating his penis and any other zones he might have (try his neck - it works on me) Hope that helps!
