lots of white, rock hard bump's on my penis.

well as the title says, i have lots of white, rock hard bumps under my skin on the under side of my penis(all bunching around my dead vain/scar thing) and they also are forming(though much smaller) on the inside of my foreskin and also theres larger ones on the outside of my foreskin(the ones i first noticed). They've been there for a while now, maybe a year? But i notice alot more and more are forming, especially where ones are already. I got that scar thing on the underside of my penis and rubbed it between my thumbnails and i can hear and feel all of them grinding together..Are these anything to be concerned about? I havnt had sex or done anything else that i could get STD's from if thats of any help. I REALLY needa know if these are contagious or dangerous.
