No. I masturbate since I was 4 or 5 year old. As long as it doesn't hurt or cause any medical problems. Then its absolutely ok. Through if you find it annoying then stop him because it could become a habit.

But don't discourage him. I mean. Do you want him to masturbate or not? If you just tell him what he think he wants to do. Don't make it hard for him. It's absolutely normal to masturbate. But you can have several problems with it. So don't make him feel bad because masturbating can be addictive. I once too hit myself when I found out masturbating was a sin.
I don't think he was actually masterbating, per say. He just knows that it feels different when he touches his penis and has no idea of what the out come might be. At 6 years of age, he is much to immature to continue masterbating in expectation of an orgasm, it will never happen anyway. It's like scratching a mosquito bite, it feels good while your doing it.

He is still very young and I don't thing that he understands what was he doing. Children experience many thing while they are young, and they like to explore. I would completely disagreeable that this was an act of masturbation. There is no need for details.
