Pearly papula are found around the crown of the penis; another possibility is just an accumulation of smegma, which is totally normal. It is made up of dead skin cells and sebum (oil from the glands in the skin) that can build up under the foreskin. It is harmless in itself, but it can attract bacteria and cause a foul odor or even an infection if it is not cleaned away. It can be tough to just rinse it off, but scrubbing it is bad for the penile tissue, so it is best to wipe it gently with your fingers under warm, running water. Make sure the area is dry before you pull your foreskin back, and you might consider a penis health cream (health professionals recommend Man1 Man Oil) which can help to keep bacterial populations under control and decrease the chances for infection.
