You are not "very" small. You are average for a 15-16 year old, 4-5". Average for an adult male is 5 - 5 1/2".
Your penis can continue to grow into your early 20's.
Don't compare yourself to others. We are all different.
Size is determined by your DNA. There is nothing you can do, short of surgery which could get you at best another inch. It's too early to even consider that.
You are NORMAL.
