This is very common and he'll grow out of it.
Don't worry, it likely won't be an issue when he's older.
So his testicles have dropped but not his penis. It has been 6 months?? I would call his doctor, it can be an issue, usually the testicles are the last to drop. 6 months is a little long, but not too worry some, i would call the doctor and just tell him, if there is any concern he will ask you to come in. I deal with this all the time, its perfectly normal in men, so dont worry too much, just stay calm call , and ask!
