neighbors from hell

I'm not their mother.  My husband works from home and has to concentrate, I work from home, we have to put in earplugs during the day.  The neighbor behind us has the toddlers from hell.  We hear them when our windows are closed, and THEIR windows are closed, and when the tykes are outside it's literally hell on earth.

She casts them out into the back yard, to screech, howl in voices I can't believe come out of toddlers, "MOOOOOOMMMMM!!!  MOOOOOOOMMMMMM!!!" They fight each other for toys, for attention.  It's unbelievable how loud their shrieking, piercing, grating voices are, for hours, and hours and hours.  They use language that is shocking, they're hearing those phrases somewhere - "I hate you, you b***h!  f**k you!  Eat sh*t you bastard, die you b***h!"  These assaults from TODDLERS still in diapers.  Once one of the toddlers pulled her diaper off and s**t upon the large trampoline in their yard.  Just for spite I assume but possibly also because the mother locks them out of the house because she can't stand them either.

This is a blended family, his/hers/theirs, and she seems to take in illegal day care as well.  She throws them outside when she gets tired of them, regardless of weather.  She squats outside on their back deck at midnight yelling angrily into her cell phone and chain smoking, grating on about how much she hates the kids, hates her life, hates her second husband who comes home and expects sex even though the kids pound on their bedroom door screaming for attention at all hours of the night.  The husband is apparently seldom home, he leaves his and her kids with her, and she hates him and she hates them.

I feel sorry for her.  For them all.  But why on earth should all the neighbors have to silently suffer the tantrums, the fights, the late night grating, whining phone calls, at top volume?  These kids are going to be hoodlums as soon as they can climb the fence.  I'm planning to move away.  This was a nice neighborhood.  There are plenty of kids around, kids who play happily, noisily, they make a happy noise.  This neighbor from hell's kids are going to be abusive and destructive, at their tender pre-school age they beat each other and then the mother beats them, and I can only presume the father, when he's home, beats them all.  It's depressing.  This was a nice neighborhood before they moved in.
