Possible Reasons for breast problems other than pregnancy or menstruation?

Before you read I'm sorry I wasn't trying to go into too much detail but it was the only way I could explain what's been going on, so sorry if it seems...gross. Sorry.

I'm 17 and I have really irritated, sore, tender and heavy feelings in my breast. And I know those are all things that are normal, but it all happens so often. They are always tender and sore, even when I'm not on my period. And I know I'm not pregnant because I don't have sex. I can't even touch them gently without it being painful.

But that didn't concern me at first, I know that happens but what really has me worried is that lately for the past almost 2 months now, (it's so embarrassing) my nipples have been really itchy and at first I thought because it was winter they were dry and I just needed to moisturize more, so I did. But I was still irritated and then I started getting scabs, and when I washed myself in the shower the skin would start peeling off and one day I noticed that one of them was bleeding! Only a little but it still bled.

I started to think it was my bras but I haven't bought any new ones, and the old ones never caused anything like this before and I always keep them washed. When I told my mom she said its because my breast are growing, but I'm almost 18 I thought I was done growing, besides the symptoms I'm having aren't anything I've heard of happening because of breast growth. I don't think I have breast cancer because I check myself often and have never felt a lump.

So could it be anything serious? Should I go to the doctor? Or am I worrying over nothing? I tend to do that...
