Help!Im 14 years old and recently learned of smegma,at first the skin was very tight but now i can pull to down just under the head,its very sensitive though and hurts alot when touched.And when i pull the skin back up it sort of sticks to the head and some of the outer skin does too!i pull it back to normal but it hurts alot.Please help!

It sounds as though you have just retracted your foreskin for the first time. It is quite normal for the head of the penis to be very sensitive when the foreskin is retracted for the first time. Perhaps you tore some adhesions when you pulled it back for the first time. Naturally, where the adhesions tore will hurt for a time but the pain should go away in a few days.
You might try retracting your foreskin one more time, putting some Vaseline (petroleum jelly) on the head to ease the pain and then pulling your foreskin forward again with some Vaseline underneath and then leaving it alone for a few days.
