Ok, this is from what I gather from others.
In uncircumcised men, yes its not all that uncommon to have a really sensitive penis head, sometimes so sensitive, it hurts to touch.
What you do is pull back the skin, pour/rub some olive oil on the glans/head of your penis and then touch it. It should hurt a little less. Start by tapping it a little, it will probably hurt but do it a few times. Do this for a minute maybe?
Do this everyday/most days of the week. It should gradually hurt less as time goes on, when it hurts less, tap it a little harder. After a couple of weeks the penis head shouldn't hurt to touch.
HOWEVER, it would probably be wise to get advice from someone else as well. I'm not a doctor or anything.

The foreskin problem is either one of 2 things.
To figure out which one it is, you'll need some olive oil. Apply olive oil to your foreskin and pull it back. For every 3-5mm you pull back, apply a little more olive oil. Hopefully, you'll eventually get to the end.
IF you get to the end with the assistance of the oil, you probably couldn't pull it back due to your sensitive penis head, and possible dryness of the penis head.
IF however, your foreskin still gets stuck (DONT force it back), you probably have a condition called Phimosis, which is basically, your foreskin is tight and can't fit over the head of your penis. For this, you should try some stretching exercises (google it, I'm not sure how they work) or go to a doctor for advice. At your age I doubt you'll need a doctor or a circumcision to get rid of your problem.
Good luck!
