17 and never really had any sort of sexual relations and have small painless hard bumps on penile shaft. just wondering if this could be serious or caused by shaving with only water. hopefully not to serious, just looking for some answers

Small bumps on the penis shaft are normal – a lot of men have them. They are called Fordyce spots and are just the result of the production of oil in the pores of the skin.
