First, a terminology question. Does the word testicles refer to balls? That's how I'm using the word here. My testicles sometimes sag down and "drop". This happens in no corrolation to an erection. On such occasions, the veins become prominent, and the testicles become itchy, creating embarrasing situations where my hand is in my pocket trying to "itch my balls." Is this normal? I'm 13.

Yes, "balls" means your testicles.
It's NORMAL for them to hang low at times. The testicles need to remain cooler than your body, just by a bit, so they move up down to help maintain temperature.
Yes, they can become itchy too. It's VERY normal, not just at 13 but as an adult.
