I was just curious: I have visible veins throughout my scrotum, some more visible than others. They do not protrude and are not enlarge (like varicose veins), but they are simply there and I can see them. Is this normal? Should one be able to see veins on a scrotum?
I am 21, if that matters at all.

Yeah, that's normal. I wouldn't worry about it.
