I am 13 and I have very little brown pubic hair it's not even really showing it's just a stubble I have blonde hair in the pubic area and very little leg hair but I'm growing some leg hair is this the early stages of puberty ?

Yes it is. Leg hair often comes first, then pubic hair which is usually just blonde. It'll darken and become thicker and coarser shortly.
