Not everything happens at once everyone grows and develops at different rates and times.
There can be a huge difference in size among guys the same age and you are probably already about what is considered average for your age.

I'm 14 and I've only hit puberty and on the stage where the balls drop baseclly after you have gone to sleep your body repairs itself and if your going threw puberty you devolep into a teen but if your at the ball dropping stage the balls start to drop now one of your festivals will fall and go into the sacks so one will be lower than the over and finally the festivals will meet and they'll be the same length and that's how you will tell
