By milage or when they don't pass inspection?

I replace them when the tread wears down to the wear bars or if it has something wrong with it.
Neither. I re-tire when I see the tread is getting too low. I'm due for new tires very soon.
If the belts aren't showing, you must keep going. :P

Good question. I had a Christmas bonus and about 50K on my tires with some signs of wear so I got new ones.
I look for any excuse. I like tire shopping.
They have these things called tread wear bars built right into your tire. When the horizontal bar starts appearing in those circumferential treads it's time for new tires.
Definitely when they start showing wear. I rotate them every other oil change, so about every 10K, which is about three times already this year :|

I just installed the new tires I found in the trunk of the retired police car I bought last year. I measured the tread to be able to keep track of wear in case there is uneven wear. Was I surprised to find these new tires have only 7 to 8/32nds of tread. Over my past 60 years of tire buying most of the tires I bought have had 13 to 15. Looks like the tire manufacturers are following the food companies in shrinking what you get. Last time I bought a 5 pound bag of sugar it was only 4 pounds and a quick check of the shelf revealed they were all 4 pounds.
