It may be normal. If you smoke or live at a high altitude it often is higher than normal.
Some places may not take your blood if it is outside of accepted values.

My friend-male-has an Hb of 18.The doctor said to donate blood.But that is wat made me confused.If the production is on a high level irrespective of blood donation the Hb always is on an increased level isn't it.The blood removed will be replaced by blood with an increased HB??
Not necessarily. Hb, hemoglobin, can be made by the body to compensate for low oxygen levels in the blood, in response to another problem.
The hb is not the problem, why it's high may be. Smoking is another common cause.
