Ok guys i have seen a few posts regarging this, I looked around the web and found out what they are, pearly penile popules, the only cure i have found so far is co2 laser or something you need treatment from a doctor, but the relief is that they are not and STD, not contagious or harmful. If yours isnt as intense as the pictures you coud still have it, i have only four small ones along the front like one of the picture, here is th link guys, glad it wasnt something bad, the thing that i see to be the cause is cleansing, make sure to clean it well and often, i would suggest baby wipes for quick cleaning, also that these are more common for unncircumsized people so more oftenly pull your skin down and clean even more often
