I'm 22 and I have the exact same thing and no stds at all.. my doctor said it could be like this thing called vulvar papillae and it is not at all harmful. I was reading about it and it said the only way to get rid of it is to insert a needle into each one or something. I've had a dozen of creams nothing works.. I'm assuming it's no big deal then.. Maybe go see a gynecologist or something?

I'm an 18 year old female and have never been sexually active, not even a kiss and I have these spots as well, I'm not promising it's not an std but I thought maybe an opinion from a none sexual standpoint might give a bit of comfort.
