A lot of guys have foreskins that won't stay back. Don't worry about it.
some boys are born with a short foreskin, some are born with a long foreskin. some boys have longer nips on the end of their
penis so all boys are different down there. be happy that your foreskin was not removed {circumcised} as you will find out
how the foreskin protects your glans.

To all of you who have problems with thier foreskins you need to know that it will take some time to get your foreskin loose
from your glans. I had the same problem and I started to gently pull the skin back after I had soaked in a tub or used a
container that I had put my penis into the warm water and let it soak for a while and then I gentlky started to pull the skin back
towards my ridge.
I did this every night until the foreskin moved all the way back to my ridge of the glans. Be advised not to pull too hard and give it time
to come away from the glans or if you have a tight foreskin then just do the same and do this every day. Your skin will stretch in

It is indeed great to have a foreskin with which to masturbate and it does not have to come back when you masturbate.
Almost all boys are born with a foreskin that does not retract. This is normal. It takes years for the ability to retract to develop. About ½ of boys have a retractable foreskin by 10.4 years of age. Many adolescents still have foreskins that have tips that are too narrow to pass back over the penis head. These foreskins may be gently stretched over a period of time to cause them to widen.
It is not absolutely necessary to have a foreskin that will retract. A few men live their entire lives with a non-retractable foreskin. They can masturbate, have penetrative sex, get married, and father children with a foreskin that does not retract. Some believe that a penis with a tight foreskin is more sensitive and that sex is better. However, most men prefer to make their foreskin retractable.
You are normal for your age (13). Your foreskin is still developing. You can help it develop by stretching it.
When your penis is erect, gently pull your foreskin back against the head of the penis. As the head attempts to pass through the foreskin it will stretch the skin a little. Do this every day and in a few weeks or months your foreskin will widen and you will be able to retract your foreskin. Do NOT force retraction.

Just use some lube and slowly rub it into your foreskin to make it a lot softer and then begin to retract it towards your
ridge. Keep doing this every time you wash and soon it will retract all the way back.
You don't know how LUCKY you are, being uncircumcised and having a foreskin! Like millions of other guys, I was unceremoniously circumcised when I was a baby and had NO SAY in the matter. At that time, virtually all newborn males were routinely circumcised, because the "Medical Community" SAID it was more "hygienic" (which they no longer believe). Today, I see that it was a "conspiracy" to reduce the sex urge in males.
