Im 16 and my i have pubic hair around my penis but my penis has not changed at all since i can remeber and i mean like since i was a baby almost. should i be concered? it has never grown, around 3inches soft please any help would be nice :)

It's not really significant how large it is when not erect.
At 16, you should be 4-5" erect. Average for an ADULT male is 5 - 5 1/2".
