im 15 and 16 in april but still i have a small penis, but it gets erected any time , i also have some hair there and under armpits too.... all of my friends have developed but out me help me out... but my testis have also gone bigger in comparision to previous months. do these sigh says that i have hitted puberty??? please guide me!

You are in puberty from your description. You have pubic and armpit hair, two good signs.
Stop comparing yourself to others. We all develop at different rates/times. Some guys develop early and others later - it's NORMAL.
