I'm about 15 and 6 months, I still have a very high voice and the only signs of puberty i've noticed are some hairs around the base of my penis. My penis is only about 1 inch flacid and maybe 2 inched erect. It's very embarrassing because I can't do anything sexually. I just wanted to know if there is something wrong with me or am I just a "late bloomer". Even reading other posts there are 12 year old kids that say they are bigger than I am. I just want to know if I have a problem.

2 inches erect is way to small for your age. You should be around 5 inches erect at age 15.
Since you say you have a very high voice and little pubic hair, I believe that your are a "late bloomer." You may reach 5 inches or more by the time you finish puberty.
