Okay, so I'm 17 years old and there's never been anything in my sack up to now, over the last week it feels as if a testicle has been in there and especially today it feels a lot larger, but only one! From what I have read my testicles should've dropped a long time ago or been surgically dropped ? Can anyone explain what is happening please?

Yes, your testicles should have dropped around birth. You should feel BOTH in your scrotum. If you don't, see your doctor or a urologist.
You WANT to have them in your scrotum. They need to be slightly cooler to function properly and if they don't descend it can also lead to an increased risk of testicular cancer.
