What's the difference between circumcised penis ans non circumcised.
Circumsized penis is when you have the foreskin on top of your penis head cut off. And uncircumsized is when you don't have it cut off.
Foreskin - the skin over the "head" of your penis (see next line)
Circumsized penis - You have no foreskin covering the "head" (the large mushroom shape at the end of your penis, further away from you than the shaft, the long "stalk" bit) of your penis. You were not born this way - an operation was undertaken on you to get this result. Most common in traditional US families and Jews/muslims.

It depends if he is having an erection. If he has an erection, the foreskin moves back and the penis then looks like a circumsized one.
Why do you say he's not circumcised?

There is supposed to be a rare condition called Aposthia wher a person is born without a foreskin. If you Google that what comes up appears to be mostly religious propaganda attempting to support circumcision.
