I was just wondering does the semen have to get in to a womans vagina for the sperm to fertalate or would the sperm still enter even when in water?

I'm not quite sure I fully understand your question, but this is what it seems that you're asking - Does the sperm that is in semen swim it's way into the vagina when deposited outside the vagina, and/or does it swim it's way further inside (when ejaculated inside the vagina) to fertilize a woman's egg?
If your sperm is deposited outside of the vagina it is near impossible for it to get inside the vagina and swim it's way to it's destination to fertilize an egg for pregnancy, but if you ejaculate inside of the vagina, no matter how long or short your penis is, the sperm definatly can swim it's way to the proper place to fertilize an egg for pregnancy.
That is one of the functions of sperm, to swim to it's destination. You're probably aware, but semen is just the clear slick fluid that the sperm is swimming in. Some call it pre-cum, for I believe it is semen that lubricates the urethra before ejaculation.
