Considering that your lips have been like this for two years I don’t think that applying cold packs would be of any help now, would it.
I always take care of my swelling and bruises by pressing and holding an ice pack over the affected area and I often manage to avoid bruises and to remove the swelling.
I mean, I am no doc but I reckon that the only way to have them reduced after two years of being swollen is by having a surgery for lip reduction. You may decide to do one or both lips.
The surgery is rather expensive and usually not covered by insurance because it is though of as cosmetical but since your problems have been caused by a blow, you may try to work something out and get a part covered by your insurance company.
The price ranges from 2000-4000 dollars depending on where you do it and who will do it but the results are permanent.
