I lost 60 lbs. through a change in lifestyle; a low/right fat, high fiber diet, and increased exercise. I also lost 10 inches in the waist. What perplexes me is I can't seem to get rid of the skirt that remains from the weight loss.

Can anyone offer any insight?

The reason i ask is because sometimes when we loose weight when we are a bit older, our muscle tone sometimes isn't so much toned anymore.
You call it a "fat skirt" i call it a "muffin top". In your case, it is stretched out skin from the weight you carried there.

These people are on a rapid weight lose program. Do you notice that at the end of the season, they take off their shirts to reveal all the excess skin that is just "there", this is because they lost it so fast only to leave them looking great in cloths, but not so much when the cloths come off.
You can try doing excercises to get that muffin top smaller and tighter. If you can build up the muscle around your mid section, that muscle tone will make your tummy tighter and basically fill in the pouch with some muscle.
I have a small one, it's my muffin. I have also had 5 babies. When i tighten my stomach muscles, my little muffin gets smaller, but just for a second until i stop flexing my mid section. I am sure if i kept this up my muscles will get tighter and my pouch would slowly get tighter. I am just to lazy to do it, as i am not good with excercise in the first place.
