As I haven't seen many posts about a completely torn Frenulum, where the skin has a tiny connection near the external urethra and what is left of my Frenulum is sitting at the connection of the foreskin. I went to the ER and pretty much got told it'll heal up as he laughed and walked away. Now, common sense hit me and was like. There is no way a completely torn skin is going to be able to find it's way back to it's other half and just connect itself again. Am I going to need to get surgical treatment or is there a chance after multiple weeks of no coitus will it somehow rekindle with it's partner? Or am I stuck with over sensitiveness and soreness while performing coitus?

You don't want it to get back to it's other half. That will make it too short again just like before so it will rip again. Wrap some tp over it to keep it from getting back together and roll your foreskin back over it. You're gonna love having a foreskin that can retract all the way back without any pain.

The issue is, it still gives me pain and it has made me even more sensitive than before. I can't seem to have the foreskin retracted all the way without it feeling like it's going to rip off which is weird. It's been a few weeks now since it happened, will have to get some cream and apply it to myself.

While it's still healing I'm sure it is still painful however if it's still too short it will likely tear again. Mine tore several times until it was finally gone. Now it's wonderful.

Fair enough, well thanks for the personal experience, hopefully I can get the same outcome as you :)
