What is tearing? If they didn't remove your frenulum I can see that tearing. Often times they do not. Doctors don't seem to care, it's just another payment on their new boat.
If it is you can wrap a bandage on it to keep the torn ends from healing back together. That will make it a bit longer and it will pull less when you masturbate. If it is the shaft skin the doctor was truly thinking of the boat payment and he made it too tight. Go easy on it, get as many erections as you can and rub carefully. Eventually the skin will stretch
