Hair above my penis and on my testicles, is that a sign of puberty?

Search the internet for Tanner Stages of Puberty for boys. You will see all the stages. They don't happen at particular ages, but generally follow in order. Apparently the first one is that you feet do a big growth spurt. Some happen much later, perhaps like armpit or chest hair, but yes hair around the frank & beans is definitely one of the stages of puberty.
