There is nothing wrong with your size and it will grow as you continue to develop.

I'm going to say you have either been in puberty for a bit or you have just entered, I am 14, long curly pubic hair, armpit hair (blonde-ish) a mediocre mustache, leg and arm hair, my penis is about 2-3 inches flaccid, 4-5 erect. My balls are about grape sized and my voice hasn't changed, how big are your balls? When your balls are about grape size or bigger your voice will be breaking at anytime (at least I believe so) My voice hasn't changed and I started puberty at like 13. Just give it time.
