uhh im 14 have had no sex other than masturbation and about a year ago i tried to pull back my penis and found all this white stuff. so i cleaned it and i thought the red bump and sh*t would go away but there still here and i can pull back my forekin but only when im not having a boner plz help and is there a special doctor i need to go to or can i go to the family one? plz help

Im having the same problem. But from what I read alot of people have this. And it's really nothing to worry about. I'd see the doctor of I were you. Just your normal doctor should be able to help.

If the red bump has been there any period of time then it is best to see a doctor. Your family doctor should be able to help, or he may refer you to a urologist.
The white stuff you mention is most probably just smegma, and you just need to be certain that you wash your glans and inside of the foreskin every time you take a shower/bath.
I wouldn't worry too much at the moment about not being able to retract your foreskin whilst erect just yet as you still have time on your side. If after a couple of years you don't see any change then you may wish to start some stretching exercises.
