If you're 12 is should naturally be REALLY hard... That just happens when you're that age. However hard it gets when you masturbate is about a hard as it's ever going to get!
Well to get hard just watch/imagine things that make you sexually aroused. And assuming you've already gotten hard or "Erect" as the term is, it should be the maximum "hardness" you can get.
