Now-while you are on the later side of the range, it is still considered normal for a 14 year old to just be starting puberty. If you have hair - it has begun, so now you just have to wait.

Taz gave you some good info. I would like to add that not everybody starts puberty the same. It is usually around you age, (year less or year more).
So don't worry about this too much, you will get there.
