i am 13 years old and my penis is 7cm when not erect and i measured it using a ruler and i dont know if i have been circumsised so plz help

The not erect (flaccid) size of a penis varies considerably from one guy to another. The average ERECT penis for a 13 year old is around 3-4". It can grow into your early 20's.
As to whether or not you are circumcised, do you see the head (glans) of your penis or is it covered by a layer of skin?
yes i can see the head
If you see the head then you have probably been circumcised.
If you can't move any skin back over your glans then you are cut.
