I have a strange lump under my scrotum and testicles, it feels a little like a muscle but during some parts of the day it gets smaller or bigger, The lump is not inside but under, just where the legs seperate. I dont feel any pain of discomfort, also i have some strange kind of vain INSIDE of my scrotum. It is more like Tisue but if you were to look at it you'd think there was a third small testicle.

Any lump found in the scrotal or any other area needs to be checked promptly. You should make an appointment at the urologist as soon as possible.
It is hard to suspect what the lump may be without a physical examination and touching of the testicles. If your doctor can’t figure out what it is during a physical examination, he/she may order an ultrasound and have a look what is going on in there.
You didn’t say how old you were, tumors usually affect men from 19-35 but anyone can get a tumor. It could also be some sort of cyst, but like I said, you need to have it looked at.
