Vein coming out of the tip of the penis.and attaching to foreskin (Inside) Please help
I noticed that i had a peice of skin that attached to the underneath of my foreskin. Almost veinlike. However it it sensitive like the tip of the penis head. And i also noticed that it blocked up half of the tip of the penis where the urine would come from. And im also wandering if that is what is hurting when i goto the toilet. As i feel a slight pain when i take a pee. And i was wandering if anyone knew anything about this. And if i should see someone. (im 15 - not had any sex)

The skin your talking about is the frenulum if you do a search for it that will give you more information about it.
Seeing your doctor is something you should do just to make sure everything is ok.
It being sensitive is normal but with it covering some of your urethrae opening and with feeling some discomfort when you pee you should get your parents to make a doctors appointment for you.

Is it suppost to look like a vein and run of the side of the head (attached)? Going underneath my forskin

The frenulum should be in the middle of the underside of your penis it kinda looks like the skin bridge under your tongue.
With the vein being on the side can you retract your foreskin?
It could be stuck to the head because you can't retract your foreskin.
Don't try to force your foreskin back.
Getting your doctor to look at it would be the best thing to do that way your doctor can tell you what's going on.

With not being able to retract your foreskin your doctor can tell you how to work on retracting your foreskin.
It is something that needs be done so you can clean yourself properly.
Doing a search on how to retract your foreskin will help you.
Retracting your foreskin has to be done slowly and gently so you don't hurt yourself.
If you do it when you take a bath the warm water will help with retracting your foreskin gently pulling back and holding slight pressure on your foreskin for a couple of minuets and repeat a few times.
It can take along time to get it to retract and you don't want to force it back it has to done slowly and gently so you don't hurt yourself.

Question. Why is their millions of skin colourd spots on my forskin?
They could be Fordyce spots which are just little bumps that many guys have on their penis.
A search on google or this site will show what they look like so you can confirm that they are Fordyce spots.
Most guys have some Fordyce spots on their penis.
