No it is not bad.
1. You may just not be able to ejaculate yet. Do you have signs of puberty?
2. You may not be masturbating long enough. It can take longer than 5 minutes, some guys can go for hours.
Did you get a "good" feeling? If so that would be a dry orgasm. As you get older you'd start to ejaculate.
