I do not think a condom filled with water would work very well....it would not be firm enough. To simulate a penis, you only need a firm cylindrical obect...small cucumber, round hairbrush handle, etcetera. The sensory nerves in your vaginal entrance are not able to sense what kind of object you are using. Although some condoms have nubs and ribs for some effect, most are very smooth, so as not to be irritating, rather than be stimulating. Their main function is to prevent the spread of veneral diseases, and also, not allow semen(sperm) to be deposited inside you, thereby preventing pregnancy.
