It would probably hurt if you do so I would say wait for it to heal.
If the tear is still open you might want to try wrapping it with something while holding it open so the ends won't reattach. Mine ripped like that and when it healed it was even shorter than before so the next time it happened I put toilet paper in the rip so it didn't go back together. It was not as tight after that but it did tear again several times and I did the tp trick each time. Now it is like that frenulum was never there and it is no longer a problem
