You could see your doctor just to make sure everything is ok.
Most likely your just a late bloomer but seeing your doctor will answer any questions you have.

nope you sound like you are developing normally.... the other secondary sex characteristics such as armpit hair leg hair chest hair should come with time.... also people have different amount of body hair especially in their legs chest and abdomen
