All my other friends have hit puberty but I still have a high voice and a small penis I have a faint moustache and I have pubic hair but I'm only 160cm tall and my penis is still small can someone tell me what's wrong?

Nothing is wrong. Don't compare yourself to others.
EVERYONE develops differently at at different times. You indicate you have a moustache, do you have pubic hair? If so, you are in puberty.
Some guys get big early, others later. Your penis can grow into your early 20's.
You should be getting your growth spurt soon. When that happens, things will change - fast.
