Okay so im 17 now and my penis has not grown a lot since i started hitting puberty and i have a red tip with what looks like extra skin and i was wondering what i could do. I play hockey and in the showers i see the other guys with fully developed uncircumsized penis' and i havent got to that point so i was wondering if there was anything i could do.

Are you uncircumised? Even if you are, there are large variations in how long your foreskin can be. Some guys do have a partially exposed glans.
Don't compare yourself to other guys. We all develop at different rates/times. Your penis can grow into your early 20's.
You can't do anything about it anyways.
