I'm 13.. 14 next year. When my penis is erect it is 4.7 inches when soft 3.2 is this a good size for my age?

You are bigger than average for a 13 year old, that's 3-4" erect. Flaccid size doesn't really matter and it varies considerably.
Average for an adult is 5.1" by a recent UK study. Your penis can grow into your early 20's.
