i have had these little white lumps that cover the underside of my penis and on my balls for about 2 years now. If you've never come in contact sexually with another person, than I personally suggest you wash in that specific area twice a day, if the bubbles seem to go away then the answer is a rash or pimples from an unclean area... anyways you SHOULD be washing your genitalia twice a day...
