Ok I got under control. When my penis is in flaccid state I Feel a hardend feeling in my penis could it be a popped vein cause I read alot on the Internet it looks like exsessive mastrubation. The hardness goes down alot of times and will come back up if I touch it a little
yep like we said lay off the stimulation for a while and let things heal.....
Okk hey there one more thing before I leave the website under the penis it looks like dry skin under the base of the shaft it's been there forever it looks like ripped skin some how but yeah should I lotion it
umm it may be that you tore your frenulum sometime ago and it just didnt heal back to together compleately (no big deal). dont worry if it doesnt hurt or anything. ;-)
IF it is irritated use polysporin, and moisturize with a non scented as natural as possible mositurizer! Such as olive oil or cocoa Butter! You sound like you migh have Psoriasis! - dry skin or even Excema! So just moisturize and keep off any stimulation when you have a flare up!

Keep it well moisturized and drink lots of fluids to keep your skin and organs lubricated and enough hydration!
