Do a little research (Google) on average penis size and you'll find you are normal. You are also still growing so don't worry about it.

Ninja got it right, throw away the ruler. I myself am 22 and have at best 5.5" and don't have issues, there is nothing you an do to fix it besides wait or accept it. there's still time to grow there, I had a growth spurt at 18 in that area so don't give up hope. :-)
