My foreskin is stuck about an inch below my head, and my peins is flacid, how do I get the foreskin back over? Please help

Im not too sure, there is no swelling but I cannot become erect ive tried pulling it over but it just wont go back over, its not the head that the issue its stuck on the shaft, even with lubricants it is not budging
did you pull it right back like that it the first place and how long has it been like it?
